Just because there is no tax on a product doesn’t mean you can’t sell it. The ability to sell a product with no tax is only available to product manufacturers and other parties involved in the supply chain.
If you have to pay a tax on a product, that means you’ve gained a “value” for the product. By definition, a product is “valued,” and so if you have to pay a tax on it, you probably sold it for a profit. It doesn’t matter that the profit wasn’t made on the sale, it only matters that you had to pay the tax.
A clear tax is also a clear way for consumers to understand how much their money has been used. In a free market, you would have to pay a tax to the government to understand that you’re buying something, and to the consumer you would have to pay a tax to the government to understand that you’re receiving something.

It sounds as if you can’t have it both ways. I’d argue that the government’s choices are to either provide the highest quality services or they should just leave it up to the market to pick the most efficient way to provide those services. A free market doesn’t mean you can’t have a government. For example, the government could provide services that are “free” but which are not necessarily in the best interest of the country. That’s something that’s often called “value-added tax.” This is a tax that is imposed on companies that provide services to the government. A good example would be a company that provides services to the government.
