This trailer is clearly about the ongoing controversy about the adulteration of honey in India. This is a film that was inspired by an earlier scandal in India involving adulterated honey from the same location.

The only thing I would say is it’s not a great idea for a small town to have many people who have been arrested for being too drunk to buy a drink. It would be much better to be able to buy a drink right away.
Yes. There are many cases of alcohol consumed in India in the last couple of years, but they are not all alcohol consumed for the first time. What happens is that people become over-drunk and so the police arrest them. If they are drunk at the time of arrest, they are forced to buy alcohol through the liquor store. After that they are taken to a prison. There, the alcohol is mixed with milk so that it tastes like beer.
The Indian government has put out a call for people who drink alcohol to “mix it with honey”, a term used in India to refer to beer mixed with milk. The problem is that in the west (in the US) it’s basically illegal to mix alcohol with honey, so this has been difficult to enforce. Because honey is a natural food, it doesn’t count, so the government is trying to create a loophole.
